I guess it helps to define obscure:
-Generally not associated with a brand name (whether it be game based a la Resident Evil or something larger like NFL). I try a lot of titles associated with a brand/franchise because they pop out to me on shelves, so things I'd ignore would definitely fall under obscure by my defintion. That said, there are plenty of games I immediately reject based on brand alone, so there can certainly be exceptions to this rule.
-Import games. I'm not familiar with a lot of overseas titles, but I have enabled my PS2 to be able to play them. I've tried a few things like a sprinkling of SEGA Ages titles, Arcana Heart (when it wasn't out here) thanks to a Secret Santa, and the Vampire Savior Collection, but I would have trouble identifying "out there" titles. I remember reading about "Pepsiman" on here, that's definitely not something I'd be seeking if I hadn't read about it or seen it on YouTube first.
-Not your standard fare. "Genre-bending" games, maybe. I can't really think of any good examples, just something you perceived as utterly unique. Might help if it's not a game you see a billion copies of at Gamestop/Game Crazy...
Those are some vague guidelines, to be sure, I'm not sure if it helped. I could list every PSX and PS2 game that I have, but that'd only help avoid suggesting things I already own (not a problem) and maybe give you a window into my tastes (and I doubt it would).
In short: recommend what you see as underdog PS2 and PSX games, even if someone else thinks they're overrated.

I found one that turned out to be one of the most amusing and awesome multiplayer games I owned for the PSX.
Now, don't think that means you just move a rod inbetween some metal mazes, oh no. There are many different stages including one where you climb up a robot, or even maneuver through a slot machine.
I must warn you, though. The game is maddening.

-Yakuza: The spiritual successor to Shenmue. Beat the crap out of Japanese thugs in Tokyo. Pretty good story, and solid voice acting.

And while MBAC isn't exactly obscure if you've imported things, you owe it to yourself to own that if you spent money on Arcana Heart.
Best really obscure PS1 game I know of. Also the Deception games, but that's a series, which kinda breaks your rule.
Ico is a good game that you don't hear about at all outside of forums like this.

I'm trying to remember the name of a game that was Impossible... Something. It was set out kinda like Wario Ware, and you had to control a family that had to undergo different tasks.
Impossible Crisis, maybe.

You can start with either one: each game is standalone and there is no real connecting story to speak of.
I have lost hundreds of hours to Graffiti Kingdom just creating monsters and watching the game attempt to animate it in a sensible (read: nonsensical) way. The incentive to move forward lies in the fact that the farther you get, the more powerful you and your monsters get, and you unlock more moves for your monster to do.
Both are probably around $15.

One of my favorite shmups also made by Square.
The game is set in a fictional future during a war between the Earth and the Moon. The player is part of the Moon's forces and must invade enemy territories to gather reconnaissance and enemy weapons. The music of the game was composed in electro/techno style by Kenichiro Fukui and was published in Japan as a soundtrack album. The game received positive reviews from critics, who praised its gameplay and graphics, but felt the game's short duration and lack of two-player mode were minor flaws.
PS2: Samurai Western.
There's Space Channel 5 Special Edition for the best music game deal ever(both part 1 & 2, $14.99, tops).
Also, there's Trapt, which is basically Deception IV, but 2 & 3 on the PS1 are still better.
Me! I got a free review copy (I would never have bought it otherwise) and found it immensely fun. I wonder how it's held up.

T'ai Fu: Wrath of the Tiger. Really fun, good-looking martial-arts themed brawler where you play as a tiger. I wish I had this game.
Galerians. Insane game with kinda survival horror leanings about a kid who wakes up in a goverment building and discovers he's got some crazy mental shit going on (think the scene where Tetsuo escapes from the facility in Akira - sorta).
PS2:
I'll second Samurai Western.
Siren. Failed miserably in NA, but won critical acclaim for its incredible narrative and atmosphere. It's also notable for blending stealth aspects with survival horror. Really, I only mention it because I'm on a Siren kick lately and the new one on PSN is awesome.
