Chulip? It came out not too long ago, and is impossible to play to the point where Natsume included a walkthrough in the manual. I think I asphyxiated myself swearing after starting the game over and over again until I figured this out. after playing it a month.
It's sort of an... RPG adventure game. Basically, you move into this town and spot the love of your life, but you're shy and far too much of a wuss for her to speak to you. You have to complete a series of objectives that include a lot of practice kissing, which is about as not hot as you can possibly imagine. Lots of really bizarre/freakish things go on. If I remember right, the game is structured in days that are objective-based (which is where the impossible comes in, there is sometimes no clue whatsoever in-game how to beat them), and I think you level up certain stats while completing them. Completion requires kissing lots of people in addition to... finding things, clearing things out, getting blamed for everything, etc. If you don't make it back home before curfew, you will get caught by either the policeman with flashlight eyes, who will shoot you, or the doctor who is randomly running around town with a big syringe for no reason that I recall. You get the girl after lots and lots of kissing.
nnot really obscure but Tenchu on the PSX was all kind of awesome. I still play that and the second one to this day on the PSP. They're better than the abysmal Xbox/PS2/360 versions.
Edit: OH GOD. Bushido Blade, how could I forget you? Avoid the second one, get the first.

I came here to suggest Silent Bomber for the PS1, but it's already been done. I own it, but I've barely played it. I really should get around to playing it someday, because it looks fucking awesome:
You can start with either one: each game is standalone and there is no real connecting story to speak of.
I have lost hundreds of hours to Graffiti Kingdom just creating monsters and watching the game attempt to animate it in a sensible (read: nonsensical) way. The incentive to move forward lies in the fact that the farther you get, the more powerful you and your monsters get, and you unlock more moves for your monster to do.
Both are probably around $15.
Also: Second on Steambot Chronicles.

For the PS2, Ring of Red. I freaking love this game. It is a strategy game where the USA never dropped the atomic bomb so WWII didn't really end. You know what, Mr. Wiki can tell the story better than I:
Ring of Red is set in the 1960s in the aftermath of World War II. According to the alternate timeline, Japan did not surrender in 1945, and the United States of America did not deploy the atomic bomb, although it was still produced and the plans stolen by the USSR. Instead, Japan was captured after a daring invasion costing many lives on both sides in Operation Downfall by the Allied Forces. With the Cold War looming over the horizon, Hokkaidō was ceded to the Soviet Union, and north part of Japan was partitioned into Communist North Japan and Democratic South Japan, with both fighting each other in the Great Asian War. North Japan was supported by Soviet Russia and Communist China, America supported the democratic South while Germany made engineering contributions to both sides.
You get a team of giant Mechs! You get to chose which crew is in the Mech and which two crews are outside shooting and stuff. Each crew has different skills and special weapons. You can even pick the ammo that the Mech shoots. The plot is great and the strategy is deep. In fact, I need to skip out of work today and play this!
For PSX, I always recommend Jumping Flash 2. Not unknown, but the games came out so early in the PSX's life that they are often overlooked now. Bit clunky now to play, but oh so awesome all the same.
For PS2, it's all about Robot Alechemic Drive, Blood Will Tell, The Red Star, and Gungrave: Overdose. They all have good reasons for being a bit obscure, but the things they do right, they do very right.

Well I can't speak for everyone but I certainly hated it. They shifted it over to 3D graphics and gameplay and it had these extremely ugly 3D models, and really crappy controls. It just wasn't much like Alundra at all and certainly no where near as good.

LSD is a playstation game where your character moves around in a randomly generated world with no real purpose, with no real plot, and with no objectives. Also, it's one of the beginning games that has procedural sound, so it's one of the few games I play with the sound on. It's really one of a kind.

Alundra is great. It's not perfect, but it's a lot of fun. Alundra 2 is like a direct to video sequel of a good movie that didn't need one.
I bought a PS2 for Ys: Ark of Napishtim. I suppose it's kind of obscure in the US. I never really got a lot of other PS2 games, and never cared to.
