So CapCom isn't on the exhibitor list, much to my dismay. This means two things:
1) No Tat vs Capcom. UGH
2) No SFIV. Double UGH
But, wait! There is hope!
And our hope... is a bowling alley in Tacoma.

Well, in any case, GameWorks likely won't ever get it. Here's why:
1) It's not officially released in the US yet.
2) The kit costs $12,000. That's right. $12,000. Reason is you have to buy it in a pair (for versus play).
3) Home console release in the USA is scheduled for February.
That equals little to no profit (even a loss!) for most operators. And that's assuming they're willing to cough up $12k for it in the first place.
There's a Ground Kontrol in Seattle? There's an arcade called Ground Kontrol in Portland, OR, too. That place is awesome.
I might be down for a field trip for some new Street Fighter.

edit- visiting the site itself on a late saturday night for the only SFIV in the county? If it's anything like ANY popular arcade, you'll have a 15-30min wait to play.
I never even knew they made a DR cabinet. And I was there just about 2 months ago and they did NOT have that.
It's probably worth noting, to non-WA residents, that Tacoma isn't incredibly close to Seattle...
That being said, I kind of want to go. I'm sort of in a rut though, as I may be in the TF2 tournament still if things go well for my team.
Gameworks isn't most operators :P Seattle Gameworks has a few Japanese games, has a generic sit-down dual-cabinet fighter setup (last I saw it had Virtua Fighter 5, one player per cab), occasionally gets ungodly expensive games... they imported a full deluxe cabinet of DDR2 Extreme when it was brand new, I'm sure that was around $10k. Of course, lately they've been rather slow at getting new games (and in fact recently removed their giant 2-story game), and even maintaining some of their most popular games.
You are correct, it isn't out. Nope, not a beta. There are a few locations in the US who are importing the kits (SF4 dedicabs are crazy expensive right now). By few I mean, less than 15 right now.
And I'd be down for this but like PikaPuff said, there will be a long wait. And for me, that is not ideal-enough conditions to make a side-trip during my PAX trip. ah well, hopefully will get to play it sometime soon.
No, Ground Kontrol is strictly Portland.
The closest thing we have to a Ground Kontrol is Shorty's but it is a bar so it is 21+
