HALP! OMG STUCK (Pokemon Diamond for DS Lite)

Ok, so I've gotten the first four badges (Roark, Gardenia, Maylene, and Crasher Wake), as well as HMs Cut, Flash, Rock Smash, and Strength (though I haven't gotten the badge yet to use Strength). I can't find any way to get to Sunyshore City (apparently that power outage has been going on for months now), I can't find the Galactic Grunt that starts some kind of action chain to find Fantina for Hearthhome City and badge #5 (which I need to finish before I can get badge #6 in Canaclave City), I need to get to Celestic Town so I can get HM Surf, but I can't get through Mount Coronet without Strength. There's a hole in the bucket, dear Eliza.

I've tried looking at the FAQs on this and they all say to look for the Galactic Grunt on route 212 and 213. I've gone over that whole area with a fine tooth comb and am, as I type this, looking for that bastard again.

Any advice? Please? Did I miss some other step??

I had the same problem when I played. But it was so damn long ago that I can not quite remember, so I will tell you my vauge intuition on the subject. And I jsut looked up a faq so hopefully you dont mind spoilers but anyhow.

After you get out of the gym it says go to the pokemon center, then the great marsh. There should bea grunt out there. Then you should be able to find the grunt on 213 to the "east of a hotel"

I think the problem is you have to talk to one grunt FIRST to get him to go to where you need him to be.

Never mind on this question, I figured it out.

All of the answers I found in various FAQ had to do with finding him after you've scared him away for the first time. None of them dealt with where to find him in the first place. Answer? You find him outside the entrance to the safari zone, then you scare him along 212 and 213 from there. Once you know where to begin, it becomes a whole lot easier to follow the guy.
