[SSH] How to speed up SSH in Windows?

So I know about the HPN SSH patches and have them applied to my Debian server. However my problem is most of my normal machines run Windows XP. My problem is I want Unison to run using an SSH connection to automate the process, but this is limited to about 2mb/s without the aforementioned patches.

Ostensibly, Putty is supposed to now support HPN-SSH in one of the development builds but in my tests file transfer with Putty topped out at 3 mb/s (AES256), whereas with HPN-SSH I can get something like 10 mb/s using AES256.

Does anyone know if I'm missing something obvious about how to optimize Putty's SSH throughput, or do I just need to accept that I'll have to run a cygwin based solution to use HPN-SSH (copSSH was used to generate the 10mb/s number).
