Anyway, my problem is that touching or plugging something into my computer's USB port in anyway will cause the whole thing to shutoff, requiring me to turn it back on. If it's possible, would someone mind helping me identify just what exactly is wrong and what it will take to fix this?
I apologize for this being very vague, but I have little knowledge of computer mechanics.

And is it different ports this happens on?
I don't believe it - I'm on my THIRD PS3, and my FIRST XBOX360. What the heck?
