Absolution is on the album Exile. Not sure if that's considered one of his better albums but it's the only one I have, and I like it. Come to think of it I might have picked up an old LP album or two somewhere, but w/o a record player I haven't actually listened to them.

Like most bands and artists, I think he was at his absolute best early in his career and as such, I would recommend Tubeway Army, Replicas, and The Pleasure Principle. Some people say Tubeway Army is kinda weak, but it's one of my absolute favourites. The Pleasure Principle is one of the few albums in existence that's completely free of filler.
I'd suggest staying away from Greatest Hits type packages as an introduction to a band unless the albums really suck. This is not the case with Gary Numan.

Tubeway Army: Every day I die, Jo the Waiter and Dream Police are fantastic songs.
Replicas: Me! I disconnect from you, Down in the Park, I nearly married a Human, We have a Technical and We are so fragile are really good songs. Are Friends Electric? is also on this album.
Telekon: We are Glass, Remember I was Vapour, I die You die are pretty similar to the songs you say you like.
You could also pick up Random Volume 1, which is a Tribute album to him which bands like Matt Sharp, The Magnetic Fields, EMF, Pop Will Eat Itself and is pretty awesome. Volume 2 is ok but not nearly as good as volume 1.
The best Tubeway Army album is Replicas. Most of the best "classic" Numan tracks are found on this one.
Lots of the stuff in the 80s isn't very good.
In the mid to late 90s he reinvented himself a little bit and got away from the kitschy 80s sounds towards a darker, more modern interpretation of the genre. Sacrifice and Exile are my favourites by far, with Exile being the better album. Pure and Jagged both just sound a lot like Exile. Get Exile, it's awesome.
If you want a really great collection of the best classics and a good look at the new Numan, you really want Hybrid. It's a collection of new songs, remixes of classics, and some re-recorded classics. 2 discs, can't be without it.
Now if you want to go obscure, there's a song on Hybrid called Crazier. There were 3 singles, they're labelled as Gary Numan vs. Rico for the artist, and they're Crazier (The Ride), Crazier (The Slide) and Crazier (The Glide). Each is a significantly different version of the title track, and all feature different B-sides. So if you go on a collecting binge, try to find those. They're completely worth it.

See, I agree that the Tubeway Army stuff was really amazing, but I feel that you're incorrect in that while yes, most of his solo career was just him fucking around in a studio with no oversight and resulted in a lot of terrible, unlistenable crap, he had a handful of really great more recent albums. And Hybrid is pretty much THE example of how to do greatest hits. It's a good introduction, it's a good tribute, it's got something for everyone.
