Whats the best way to register a domain name today?

It seems to be quite costly in the UK. £8.99 pa, I don't know what that is in dollars, maybe around the 500 mark?

Is there a good way of doing this, or am I basically locked into a yearly payment?

    Here in the US a 1 year registration from GoDaddy is $7. Yes, you pay annually, but you're not obligated to renew.

    I'm not sure whether you have a typo, or are making a joke, or have no idea what the conversion rate is. £8.99 is currently around $16 USD.

    Prices very obviously. Looking at GoDaddy for .net, .com, and .org yields 8.99, 9.99, and 10.99/year, respectively. If you aren't set on one of those you can get a .info right now from GoDaddy for $1.50. There may be cheaper options out there, but GoDaddy tends to be pretty cheap. Places like Network Solutions will charge much more -- around $35/year if you don't buy any other services from them and pay each year.

    I use Pairnic. Sure it’s $19 a year, but Pair has excellent customer service and doesn’t overwhelm me with special offers and ads when I’m trying to give them my money.

    I have my domains with GANDI. Generic com/net/orgs are €12 or £8.30. And that's not what I'd consider costly.
