After a Swords Dance, Close Combat OHKOs a wide variety of threats. (it has double the power of the move you're using) Lucario's not going to be taking hits anyway.

Max his speed and make him Jolly too.

Go to Route 110, I think, and look for a Rock Climb path near one of those Ace Trainer pairs. Make sure it's friendly first.
