I don't know what kind of job or anything I'm applying for, I just want to have a decent resume for when I apply to internships (JR year here)... still trying to figure out what specifically. There is a career fair this friday so i figure that's a decent way to explore these options and talk to people and drop off resumes...

Oh god yes. Research the company beforehand so you have a good understanding of what they do. I manage a career fair thrown by a college club and I facepalm every time some uninformed student will simply ask a recruiter: "You got any internships????" After the company said no and went on to discuss full time jobs, the student just walked away. Don't be like that.
Look up the list of companies attending the career fair, research their companies ahead of time, ask them specific questions about their company, related to your potential position, and make an impression.
What's your guys' opinion on putting in relevant coursework?

Put it in if you feel it is relevant. Sell each proficient skill you have. Also do you not have any references? You have a lot of experience I would think you've met some good people along the way that would vouch for that.
I'm in my junior year as well and hunting for a job/internship myself. I've been successful at the company I wanted to intern at which is Edward Jones Investments. I got the gig by calling up each branch in my area and having a meeting with the FA. Out of all of them one was helpful enough to guide me through the process of getting on at Jones and referred me to a newer FA in the area who was in need of someone. Every person I met mentioned me being proactive was the best thing I could have done to get an internship there. So find some places you're interested in around your area and go for it.
And if you do go this route do not be upset if you get shut down by the gatekeeper.
How do references go?
I hear that they go on second pages and aren't supposed to be handed with unless they require it?

Nobody calls references before an interview. Nobody I've heard of anyways. If someone wants your references, they'll ask for them at the interview.

My dealings with Edward Jones required that I submit my references before I even went on the interview. I added them to my resume simply for ease since they wanted that as well. I figured it wasn't any harm since most simple job applications have a spot for references as well. It at least shows that there are real people out there that can vouch for the work you've done.
Don't put references on the resume for a career fair. Have a separate sheet available in case they ask for them; they most likely wont until the interview though.
I would also shorten the descriptions on there, its an awful lot to read on the spot during a career fair. If you feel they are important enough discuss them when you're meeting the reps.
also be sure to take business cards and follow up with an email if you're really interested

If you plan on going to an interview make sure you delete any social networking sites you may be on. Facebook, myspace, friendster.
Your potential employers will look at these and if they see something they dont like (drinking, rude behaviour, anything really) It can have a negative impact on them hiring you.
If you don't want to delete them at least make them private until after you are hired.

I added mine to the last section of my resume. I've heard of also having them on a separate sheet but I like having my resume at 1 page.

At a minimum a collared shirt with pants and not sneakers.
