I applied on friday (Oct 3) for a job at the local public library. According to the website, they are accepting applications until oct 10. The person who is in charge of the hiring only works monday-friday mornings, so she would have just received the application today. When should I call and inquire about it? After the deadline? I assume she won't be making any decisions prior to that.
I would imagine you shouldn't call any sooner than a week after the deadline. There wouldn't be much of a point, since no one will be making a decision until after all the resumes come in anyway.

You're inquiring to see if you got the job? I'd call on the 10th or eleventh, asking if they have a timeframe for the decision (because you're an applicant). I wouldn't ask if they've given you the job, though (just when they're goint to decide). If it goes past that date, call to ask if they've made a decision.

Follow-ups are more commonly done a week or two after an interview. In this case all you're doing is confirming that they got your application. I would wait at least several days after the final deadline. If you just applied a few days ago, they're going to assume you're still interested.

Meh... it's a government position, so the selection process can take a long time. I did just call to find out the status. Selections were made last friday and... dun dun dun: I wasn't selected.

Call a week after you put in your resume and politely but pushily ask when your interview will be. Like you ring them up and go "Hi So-and-So, I'm just wondering what you thought about my application and when you would like me to come in for an interview."
You have to be aggressive if you want a job. If you wait for them to call you then most of the time you're not going to get shit unless they were the ones that tapped you for the job in the first place.
I can tell you that where I worked in HR we didn't do 'updates'. You could call in but all you'd be told is whether or not we got your application. If we were interested we'd call and whether or not you called made no difference.

Right. I'm sure it works in some circumstances. However, if someone came across and used those exact words, which reeks of arrogance to me (assuming that they're obligated an interview), chances are they wouldn't fit in at our work environment.
Different strokes for different folks, though. The hiring process in a lot of places is difficult enough with the absolute glut of applicants for the job. Chances are the person who's calling me and demanding their interview date isn't the most qualified for the position anyway.

I've heard exactly the opposite. Calling to confirm after an application is in, after a suitable period of time like a week, usually gets people put in front of the line, or at least looked at in finer detail.
Usually someone who's on top of the game and is genuinely interested in the job is better than someone who qualifies the best but is completely apathetic. Which is sometimes hard to tell from interviews.
Alternatively:
"Hi I'm just calling to see if you've reviewed my application yet? Also, I'm very interested in helping you guys speed up your process in any way I can. Are you setting up interview times yet?"
