Laptop Downloading Woes

I need your help and advise. :lol:

Where I work, I am sort of like an internal IT resource and have recently had a fellow employee bring to me his brother's HP laptop for diagnosis and repair. The problem it had initially was that it could connect to a network via cable or wireless and would show up with IP information, connected to IM programs, etc. but would not connect to the internet through a web browser. This turned out to be a problem with the sucky Norton program that apparently comes pre-loaded on HP systems.

So, now the laptop is connecting to browsers and everything seems peachy. Come to find out that I can not download anything from the internet to the hard-drive, such as a simple installer program. These files will begin downloading like normal (ask where I would like to save, pop up the download window, etc.) but then just immediately complete and do not show up with any resulting download. The very first time I had this issue, it actually downloaded for some time, completed, and left me with a fragmented file that could not be opened.

The laptop -will- download updates via Windows Updater, but I believe it will not allow me to download files from other programs, such as Zune Marketplace.

I have tried hooking this laptop up to different networks (work network and home network) and have seen no varying results.

I have not been able to locate any firewall, anti-virus/spyware programs, or generic Windows settings that are causing this issue.

I have also tried FireFox, Internet Explorer, and Chrome to eliminate the possibility that it is the browser.

Oh. It is using 32-bit Windows Vista Home Premium.

Anyone have any ideas of what this problem could be?

    Nope. Try connecting a portable hard drive and downloading directly to that, though, and see if it's something with the hd.

    Update:

    The TCP/IP Stack issue does not seem to be the problem. I followed the instructions from Ruckus's link, rebooted, and it does not seem to have changed anything.

    I tried hooking my USB junkdrive (closest thing I have to an external HDD) to the laptop and downloading straight to it with no success. Same behavior as before.

    Appreciate the help so far, guys.

    Any other ideas?

    Hmmmm...

    Try logging into a guest account on the same PC and downloading something with that. If it works that way, then something's obviously fucked up in your buddy's profile.

    I just tried logging in on the Guest account and also tried starting the computer in Safe Mode + Network. Both produced the same results. Download starts, shows up in the downloads window, immediately completes, and does not actually download anything.

    This one seriously has me scratching my head.

    You know what, I had this exact problem on my gateway I got this summer running vista premium. If only I could remember what the problem was. I felt like an idiot once I figured it out...

    Oh, how I wish you could remember. :)

    If anyone has any thoughts on this, I'd like to get it handled so I can get rid of one of the many thousand computer sitting at my desk.

    You might want to cross-post this in G&T, man. I'm pretty stumped myself, because every time I have this problem, it fixes itself.

    I did a little looking around, and almost every time, it's as simple as the temp folder being "too full," or something like that. Or them not having clicked "confirm download when finished" or whatever in IE.
