Obama's plan comes as aides to Sen. John McCain said their candidate would likely wait to lay out any further plans until the Treasury issues a report or recommendations on what to do with the bailout.
McCain has already unveiled a plan to buy $300 billion in troubled mortgages and renegotiate the terms directly with homeowners. On Friday, he endorsed the idea of suspending the current requirement that seniors start drawing down their IRAs and 401(k)s once they reach age 70½.
Obama on Monday proposed a temporary tax credit for firms that create new jobs in the United States over the next two years, and penalty-free withdrawals from IRAs and 401(k)s in 2008 and 2009.
The Democratic candidate called for new legislation that would give families the option of withdrawing as much as 15 percent of their retirement savings --- up to a maximum of $10,000 --- without facing a tax penalty this year or next. He also called for a temporary lifting of taxes on unemployment insurance benefits.
The Illinois senator also proposed a 90-day foreclosure moratorium for homeowners acting in good faith, and a new effort to address the growing credit crisis at the state and local level.

From what I can glean from the internet, if the Republicans won her lieutenant governor would fill her position until her term was ended, and then there would be a normal general election. The interim governor is allowed to run in this election, and I don't think it counts against their term limit.
When senators run, the governor of their state appoints someone to fill the seat until an emergency election is held. So that's what would happen with the other candidates. (although I don't think their seats are up for election this year?)
The Democrats stand to gain several Senate seats, possibly enough to become filibuster-proof. If McCain wins this election, he'll have to compromise to pass any legislation. The combination of Democratic legislation that would hurt the economy and Republican legislation that would help the economy means that the economy will stay more or less the same. He'll be seen as this generation's Herbert Hoover. As a result, we'll spend the next 16-24 years getting screwed by Socialists.
If Obama wins, then everything he does will screw the economy into the ground. He'll be seen as something far worse than Hoover and he won't get re-elected. So my choice is: hope McCain wins and bet that I'm wrong, or hope Obama wins and everyone realizes that (surprise surprise) socialism is bad. Plus if Obama wins I'll have more evidence for my eventual book on how the media's power will lead to its dominance over the government.
