Just so you guys know, this isn't the ESRB's fault. This is likely the graphic designer from Capcom's or possibly Microsoft's marketing department who may have put filler text until he got the actual info there but forgot to fix it before sending it to print. Or maybe he got a communication from the ESRB and that's what it said so he was being a dumbass about it and put that on there to be funny. It seems that he was unable to dig up an old copy of the game (or even the artwork files) and put that copy there. This will probably cost him his job.
It's kerned too erratically to just be filler text. My best guess? ESRB send the file as a vector EPS or something without the text outlined and the guy doing the box-cover layup didn't have the same fonts it was set in and didn't notice it defaulting.
That would at least explain the goofy kerning, but even that doesn't exactly explain why it's random characters unless the font it substituted it with has all the character glyphs mixed up and allocated to the wrong Unicode references. Maybe the layup was outsourced to a foreign country with a non-Western alphabet.

Just about every design program will warn you if you're placing artwork with fonts you don't have installed. Maybe, but damn if it doesn't smack of willful ignorance.
