Dear H/A I come to you to humbly request your assistance in listing some Horror movies that you found genuinely frightening.
I'm not a huge fan of the Gore Horror genre, I mean, if it's a neccesary part of the film, or if the film is decent enough that it can be over looked, that's fine. But I hate movies were violence is supposed to be the scary part.
Event Horizon is gory, but it's just really good (If you plan on playing Dead Space, see this movie first!).
I'll add:
The Descent
The Eye (original Pang Bros., not the new one)
Shutter (original Thai movie, not the new one)
One Missed Call (original Japanese movie, not the new one)
The Devil's Backbone
I'm a huge Horror fan, but this is a tough question.
The problem here is the 'no gore' Horror thing. Pretty much any Horror film has some form of gore in it, including pretty much all the ones listed here. Granted most are relatively minimal.
If you're talking about disliking the Torture Porn subgenre (Saw, Hostel, etc) that has sprung up recently that might help narrow it down. Otherwise, it sounds like you're describing Thrillers more than Horror.
If you really want a pure 'non-gory' Horror film, you'll likely have to look back to the monster horror movies of the 50s/60s. And honestly, those come off as just plain silly most of the time nowadays.
There are a few decent ones though. Carnival of Souls springs to mind.
The Twilight Zone: The Movie from the early 80s was pretty decent horror/suspense type stuff.
The first Creepshow, perhaps. I honestly don't remember how much gore is in that one.
As far as thrillers go, there's plenty of them out there these days. Some of my faves include anything from Hitchcock (Rear Window, Vertigo, Psycho), Jacob's Ladder (gore in this one though and really Carnival is better as far as plot goes), and a few of the Stephen King movies might fit the bill, especially the TV movies/miniseries if you're looking for minimal gore (IT, The Stand).

I'll agree with most of what's above then. Maybe go with the American remakes of The Ring and The Grudge simply because I've found that reading the subtitles kind of takes a bit away from wrapping yourself up in the horror feeling. But the Japanese originals definitely have creepier feels if you can get past that. YMMV.
To add more though, I still highly recommend Carnival of Souls though. The original Nightmare on Elm Street is a classic in my mind, as is the original Halloween, which is, of course, the grandfather of modern horror.
28 Days Later was a very good recent horror movie.
Nightbreed was a decent monster type horror movie, though some of the monsters are pretty nasty looking. The original Night of the Living Dead and Dawn of the Dead were good.
Flatliners was a pretty good psychological horror/thriller movie.
Really just stay away from most of the major stuff made in the last few years and you should be okay as far as the Torture Porn thing goes.

Edit: Note that a bunch of the movies Milath is suggesting are older, not so scary pictures by today's standards. By which I mean Carnivals of Souls, Nightmare on Elm Street, Nightbreed. They are all great movies, but aren't so scary today.

This is true. Unfortunately, most horror today is of the torture porn variety. Or not so great remakes of older stuff or Japanese stuff.
I guess it depends on how much exposure you've had to the genre really. For example, someone who's never seen original Nightmare or the sequels, the original can still be pretty damn creepy.
And you could say the same for IT honestly as far as being older.
Frankly, Carnival of Souls creeps me the hell out to this day. Though if you're looking for a more modern creepy update, go with Jacob's Ladder.

Most people aren't fans of exploitation films. It is a very harsh sub-genre and the movies aren't about the story, they are about how fucked up they are.

It seems like everyone who has watched IT watched it as a child and then never since. This movie terrified me beyond belief and was the subject of many nightmares as I grew up. I honestly wished I had never seen it and have been cautious about the whole horror genre ever since.

The Exorcist, The Omen, and Rosemary's Baby were all rather fucked up, and are classics one should not miss. I liked Silent Hill, The Mist, and 1408 also.
Fact: The Ring is the scariest goddamn thing ever committed to film. Since seeing The Ring, every time I watch another scary movie I end up thinking 'well, this is scary, but it's not The Ring scary.' It did not help that we watched it at home late at night with all the lights off, and we got a phone call halfway through the movie.
I know there are some people who will think I'm a pussy for thinking The Ring was scary. They are wrong.
No no, you are right. The Ring was absolutely fucking scary. Paranormal things are always scarier than crazy killer movies. You can rationalize an insane man killing people, but you can't rationalize or protect yourself against the paranormal. Even if they are just figments of your imagination and tricks of the mind, they are way more terrifying.
Late at night I don't like looking into mirrors because I am always a bit scared that there will be something behind me only to vanish as I turn around. I would never know if it was real or not but it would still cripple me with fear.
