I'm starting a little project that's going to involve me sewing through two layers of 1000 denier Cordura and two layers of nylon grosgrain ribbon (so, four layers at a time). Will I need an industrial sewing machine, or should a regular one be ok?
Yep, seconded. get strong needles, and set your machine to sew at a slow speed if you can - some have a switch on the side of the thing you press with your foot.

You should be fine with a light-duty machine as long as you have a heavy-duty needle and go very slowly. I'd suggest wearing safety glasses just in case the needle breaks, and don't forget the needle will be super-hot from going through the thick fabric.

If this is something you plan on doing more than once you can find commercial machines pretty cheap at state auctions. I have a Consew with table and motor(bought seperate)that I have maybe $150 invested in. It still needs a bobbin stand and a lamp, but I expect less than $200 total investment.
My wife picked up a Singer, portable HD machine, pretty cheap off of Craigslist.
