Anyway, assuming this isn't some kind of clever site-whoring scheme to get us to search for used car ads on google or something... you'll need to earn money. Do you have a job? Can you get a job? Do you have any money saved already? Do you have any family members who may be willing (and able) to loan you a thousand dollars? Do you have anything of value that you could sell via e-bay or other similar site?
Chances are you won't be able to get a loan at a bank, at least with the current economy.
Once you save up 1500 to 3000 or so, look through the classified ads in the local paper. See what you can afford. Take the car for a test drive, check under the hood (look for oil where no oil should be, leaking pipes, worn belts, worn hoses, rust on the radiator, check the air filter [oil here is a really bad thing]). Check the tires (look for even wear patterns, new tires are suspicious as they may be hiding poor alignment). Also keep an eye to gas efficiency. You may not be able to get great mileage, but a gas guzzler will hit your wallet like a heavy weight prize fighter once gas goes back up.
When pricing the cars, remember you'll need to pay for plates and probably emissions testing and that'll take a chunk of change as well to say nothing of insurance costs.

ok I have a job not bad one I just cant make car payments or save anything the internet is my splurge I dont goto movie rent movies or eat out I have health insureance to pay for that eats half of my pay and its the best plan I can get untill my work kicks in in 5 months and what good car costs 3000 I take the bus but where I live the bus stops at my work 2 hours before I start as the bus' stop runing at 5 and dont start tell 7 so I have to walk the 6 miles home not Ideal but not to bad as that I live in california what I worry about most is my wife getting sick and not being able to take her to the doctors. thank you all so much for what advice and help you can give.

Also if you have any skill sets and can do any side jobs like carpentry projects or anything, look into that. Also, as I mentioned above, donate blood or plasma.

I know that health insurance is a bitch to pay for. Especially out of pocket until your work plan kicks in. I don't know if your wife is currently sick or at high risk, but it might be possible to switch to a less expensive plan and put the difference in the bank towards a car.
Good cars that cost 3000 bucks or less may not to be easy to find (especially without a car of your own to get to car lots or respond to classifieds). When it comes to cars, you can get it good, you can get it fast, and you can get it cheap (but you only get to pick 2). My first car back in highschool was a used Ford Maverick that was older then I was. It was a rusted out bucket that got me where I was going, but not much more. But it was available and quite affordable from a neighbor who just needed to get rid of it.
Granted I don't know where you live, but you'd probably be amazed at the number of cars available used under 3000 (they depreciate in value fast). Hit some used car lots, search classifieds, find out if any of your neighbors are selling their cars.
To earn some quick cash, you might look into donating blood or plasma. It's not going to be a huge amount compared to the cost of a car but every little bit helps. Don't want to recomend killing yourself, but you might look into getting a part time job over weekends. Even a couple of hours a week can add up when you don't spend the cash.

You are waiting for 5 months for your job to "kick in"? In the time period of 5 months maybe you can find a better job that you don't need to wait 5 months for. Maybe you could post a message on craigslist to look for someone to carpool with in the mean time.

Look, man, if making money online by answering surveys and stuff was a good way to make money, nobody would bother with a real job. The fact is, those things pay pennies at best. Hell, most of them don't even pay cash - they just give you some kind of site-specific "points" that can be redeemed for specific overvalued pieces of merchandise.
You could, in theory, do something like Amazon's Mechanical Turk, and use your internet skills to research incredibly trivial data, or click on specific objects in pictures, or find the price of an item on five different websites. Sure, you'd only be making $0.02 per task, but it would add up!
... or, you could just get a damned job like the rest of us Joes, and make $7.50/hr for flipping burgers.
Used SUVs can be had for dirt cheap thanks to gas prices. Now I would avoid them if you will be driving quite a bit, but if you need it for shorter commutes I would consider it.
