Video issue with new rig.

So I got a new rig assembled and everything is wonderful excepting one hitch.

I think my video card is damaged. It works for the most part and produces excellent frames but it seems
to tear or wave or jaunt, I'd say, yeah. A whole lot. Games are playable but it is awfully annoying.

Could another component situated close to the card on the board cause this? (Have a huge cpu fan/heatsink seated right next to it. A micro-atx board)

Has anyone experienced this? Is it just the way this card works? Is there a setting I'm missing? Perhaps a there's a special driver I could use, or do I need to exchange it?
