Steel Cannibals: Potential Glitch?

So I upgraded all my weaponry in Episode 2, but I still have some parts leftover and the achievement didn't unlock. Has this happened to anyone else?

You upgraded both weapons to the third form? Gabe and Tycho's require special items as well as enough spare parts.

Yup, got both the Manacles of the Iron Maiden and the Omnibus, and upgraded both theirs and the Player's weapons to the max. Still had some parts, beat the final boss, and no Steel Cannibal.

Edit: Says I missed 5 enemies, but I know I collected all the parts. Says so on the Map, the little guy in the jar is gold instead of steel, and the "What a Girl Needs" case is closed. I did only get 2 Overkills with Tycho and the Player and just one with Gabe, maybe that has something to do with it?

Aha, it's not just me who's experiencing this.

Potentially. I think next time I'll just hold out on upgrading weapons until I have all the parts, just to be safe.

There seem to be more parts than are necessary to fully upgrade the weapons. I was never able to find 120 parts in the rich area, but I had all the top weapons with a few hundred parts to spare.

Yeah, there are way more parts than needed to fully upgrade the weapons. I imagine it's because there are some that are permanently missable, and they wanted you to have some leeway. As opposed to game 1 when you could always go back everywhere.

Aha, a new development has arisen. I looked over my items and discovered that I still have 610 parts and that the game did not record the Manacles of the Iron Maiden as being used up despite Gabe wearing them. It recorded the Omnibus as being used however; Tycho and Player's upgrades were done at the World's Fair, while Gabe's was done through Anne.

Yeah, I'm having the same issue. All the weapons upgraded, but Gabe's manacles don't show as used. From what I've read here and there on the intarweb, it appears that maybe people who upgraded one of the weapons to max with Anne-Claire before she leaves are unable to get the achievement.

I can confirm that I had all of the parts as well and finished my final uprade at the World's Fair. It appears as if you need to get through enough of the World Fair to obtain enough parts, but refrain from giving one of Anne's requests. For example, don't give her the energite until she, personally, has upgraded all of your weapons.

Apparently the machine at the World Fair does not count for the achievement. How lame?

But see, Primus told me that he also fully upgraded Gabe's fists through Anne and then finished up Tycho and Player at the World's Fair and he got the achievement. Very strange.

To make matters more interesting, I upgraded the player and Tycho's weapons fully through Anne, and upgrade Gabe's at the world fair and got the achievement.

I upgraded Gabe at Anne-Claire's place, then upgraded Tycho and myself at the fair. Achievement unlocked. Doesn't seem to be a hard and fast rule about this one.

I actually got this twice. Once after upgrading (Gabe at AC's, Player and Tycho at the Fair), and then again for some reason it popped up after beating the prong. I got the Rat Pack at the same time as the 2nd.

I upgraded my characters weapon with Anne and Gabe and Tycho's at the fair. Didn't get all robot parts before doing so. I have them all now. Still no achievement. Oh well...

I upgraded Gabe's last and got it. I noticed earlier in the game that I upgraded Gabe's final one at Anne Claire's, but the Manacles did not show as "Used" in the inventory. I assume this is why some people aren't getting it - when I saw that, I reloaded and did his last.
