[Two-Factor On] RSA Web Express - Letting users re-enable tokens?

Okay, so using RSA Web Express 1.3, I swear I cannot find the option to allow end-users to re-enable their own tokens.
Our RSA contact said "it's not possible" but because UPS is doing it right now I'm a little inclined to call BS on that.
However, I don't have any of the matching property files (WXUserPSOEnableToken) in the install directory, so what gives? Is my install pooched, did UPS roll their own, or am I just too dumb/blind to find it?
