Meh. Fun stuff happens in Fallout 3 all the time, of the games on that they had nominated I'd say it would've been the best choice. Also, a very detailed world with lot's of delightful exploration - more delightful than GTAIV. I personally enjoy VATS and use it even on radroaches.

Basically GTAIV is just GTA3 with guns and the textures changed... Oh wait they already had guns in GTA3...
Edit: I'm not saying Fallout 3 is among my favourite games, I'm just saying of the games on that list it's the one that didn't disappoint me and the one that had the most cool features. It might be on my top 50 games list, GTAIV is hardly on my top 100 list. This year didn't really have a clear case of GOTY for me. Many good games but none that was as full of WIN as most other years (until I can get my hands on Chrono Trigger DS).
Fallout 3 is wonderful. It's fun to wander the Wastes and look for trouble.
Oblivion was the worst RPGs I've ever played. Each element of it's construction made me more sleepy than the last.
