phenomenon, is a swelling of connective tissue consisting of collected mucin from a ruptured salivary gland duct, which is usually caused by local trauma. The mucocele is a bluish translucent color, and is more commonly found in children and young adults.
The most common location to find a mucocele is the surface of the lower lip. It can also be found on the inner side of the cheek (known as the buccal mucosa), on the anterior ventral tongue, and the floor of the mouth. When found on the floor of the mouth, the mucocele is referred to as a ranula. They are rarely found on the upper lip.

I think I had one of these once... not sure it was called a mucocele... I just asked my dentist... he said they're pretty common and to not worry about 'em. Didn't hurt, and went away by itself. But, I'm not a dentist.. so maybe have someone look at it?
This just sounds like a mouth ulcer to me, which I get plenty of. Have you eaten something really acidic lately?
If it is a mouth ulcer (don't rule out those other crazy things I've never heard of) it'll eventually go away, but I find taking some zinc speeds it up (and prevents further ulcers).
My grandfather was a dentist and he once diagnosed me with one of these IIRC. Was quite a few years ago so I don't remember the exact term he said. Anyway I get quite a few of these weird cut like things that irritate the hell out of me and the best way to treat any minor mouth sore is to swish-swash around a bunch of saltwater.

I usually just put some Oragel on it and wait it out.
I popped it.

Since I don't think it's been mentioned, here's some wikipedia action: http://en.wikipedia.org/wiki/Mucocele
