Lighting an enemy on fire is a death sentence, not a source of constant damage. That means that even though the tank is on fire, it will still take the same amount of ammunition fired to drop him. If he's aflame then just keep away and he will eventually die.
I think that the Tank deals with being on fire differently to other Special Infected. The Boomer pops straight away, I think. The Smoker lasts a little while. The Hunter just seems to thrive on being on fire, as the benefit they get kinda outweighs the penalty most of the time. Most of the time.

(I really don't like windows. I'm a unix/linux geek by heart, I have no problem modifying source code and recompiling kernels. But windows is just a black box to me.)

Boomers don't die instantly when on fire, but fire damage for being lit up is 40 damage per second, I think (which would mean they have less than 2 seconds to live). I don't see anything that indicates that hunters swing faster while on fire, but I wouldn't necessarily discount it.
There're quite a few interesting console commands, but they might ruin the game for you if you do it 'by the numbers''. Still, openserverbrowser will be an important command if you don't want to or can't play with PA people and z_difficulty is important for checking that the server actually set itself to the difficulty you picked. There aren't as many difficulty problems as there used to be, but sometimes you'll get a weird versus server that consistently resets the difficulty to Normal.
[edit]There's plenty of reason to shoot at the tank, since it's relatively easy to kill it before it burns to death. Some people think it slows it down when it's being hit by bullets, and anecdotal evidence leads this to be true, even if there's no cvar that I can see that seems to coincide with it. [/edit]

If you don't have anywhere to run and realize lighting the tank on fire was probably not a good idea?
I like to light them up AND shoot at them, because even if you run there's a good chance of you getting hit in the back with a chunk of concrete.

To answer you more bluntly, yes, it applies to campaign tanks. If you were to shoot any tank until it had just 1 or 2 HP left then set it on fire, it would take the full 30-40 seconds to burn.
Little fact here: If you are an hunter, and on fire, your pounce does more damage!

I think the extra damage from Hunter pounce attacks while on fire comes from the fact that the Survivor is taking damage as if they were standing on a burning patch (since, in this case, the burning patch is standing on them).

Indeed, fire ups your pinning damage for up to 10 damage per second. That's a lot of damage. Couple that with the swipes and you're doing 15 damage per second. Whittles the survivor's health down to nothing.
Swiping is wonderful in groups, especially when they're boomered. You can go in, hit them a bunch of times and they won't even know what's up until one of them is down. I managed to wreck several groups this way. They're pubbies, mainly, but the point stands: it's useful!

Not quite, because shotguns don't really seem to slow down the tank at all, even though they do the most damage. It seems to be a function of how quickly he is getting shot; the assault rifle slows the tank by a noticeable amount, and--like shady said--the mini gun nearly stops them in their tracks (this is especially useful in NM 5 if the tank comes from the direction of the helipad).
I am somewhat curious to know if setting a tank on fire and shooting it causes it to take more damage than usual. Say, 150% or 200%. I've noticed that tanks do go down faster when you shoot them while they're on fire, but I might be mistaken in this.

I've noticed that if I'm in a game with green bars, the game runs smoothly. Anything near red, it becomes choppy, I have no idea how can lag affect game performance that way, but it does.

Time, and perseverance. Death Toll is the map to do it. There's a few places you can do it from. The docks, the house, the big rock by the water. There's one area where you can glitch the tank to disappear, but I didn't do that because that's lamesauce.
Took a whole lot of retries and basically covering my bots' asses from getting smokered and such. Bots don't friendly fire, so they're pretty reliable.

So NM1 last night, I got in just after the survivors left the saferoom. I was a hunter, and jumped down the skylight. Smoker was on the stairs, grabbing Zoey who was lagging behind, and I waited for someone to try to rescue her. Francis and Louis show up, and I pounce, hoping to give the smoker an extra few seconds. I nap Francis, but I can't see where Louis went. Then I realize, there was another hunter. Bill is nowhere to be seen, and we've nearly incapped three people before the hole in the floor.

The problem with going third person is that the crosshair doesn't point where you are actually shooting at. It's either the cross hair is to the left of where your shots are going, or your shots are going to the left of your crosshair. I don't really remember.
