I got my shield/ice tank up to level 35 recently. Shield defense is decent solo but is awesome teamed with melee characters to boost your defense. If you want to hold aggro, you'll need to pick up taunt because Against All Odd won't hold anything if anyone attacks enemies near you. Shield charge is an awesome opener.
So since I reinstalled on top of a fresh windows install today I've been seeing this crap pretty much whenever I move the camera / character. It just flashes that blocky crap for a split-second and isn't always that bad, sometimes it's far in the distance or behind something. Wherever it is it's extremely annoying.
Not having alot of luck finding any info, what do I even call this glitch so I can look for a solution?

Man, it *looks* like an overheating card. I wouldn't put money on it or anything, but it can't hurt to blow the dust out of your heatsinks.

In my experience, when you start to see blocky artifacts in textures or output, it's often the result of a hardware issue. Hardware issues are most frequently caused by overheating.

I had another look at that Day Job that gives bonus XP, turns out its only +15% to mission complete XP, but thats still pretty nice, especially if you steam roll missions or stealth a bunch of papers.
Just barely managing to make it to the Tech Store in Cap, means that I was capable of getting two levels in one session on both my mastermind and my brute. It's definitely worth the trip, the problem just becomes having to build up enough time for it to be worth anything.

edit: playing around with the settings the game is at least playable though the effect is still there. I found turning off v-sync or geometry buffers made it much worse. I'll see if playing around with different drivers gives me anything

I had a similar problem until I disabled Geomerty something or other in the advanced video settings. Or maybe it was enabled, whichever isn't the default.
My PC is really old, and struggles with COV (at 1280x1024, which I would turn down if it didn't become ugghhlly).
There are a few games, such as X3, that I've always wanted to play but assumed my PC couldn't handle. canyourunit says they are fine though. Is that site fairly reliable usually?
Mind you, with a 12-day-old baby in the house, perhaps I shouldn't be thinking about anything else :P
