What drops mutation/anything enhancements for both heroes or villains? I have looked and looked on the Paragon Wiki, but alas I was unable to find anything even remotely relevant.
Uh... depends on the level range. Outcasts, Lost, Trolls, Devouring Earth (I think). There are plenty more. Just look at where that group gets their powers from. If they're mutants, they drop mutant enhancements. If you're at DO levels, science and natural groups also bleed into mutant drops.
May I ask why you're interested? Because if you're looking to farm/grind/obtain any useful number of enhancements, you're wasting a lot of time doing it via drops.
As for the IOs (which never expire and anyone can use), those recipes drop from anyone. You can also buy the recipes at the university ($$$) and at the AH (cheap). The AH also typically has the completed, crafted generic IO enhancements for less than it would cost you to craft them yourself.
I've noticed this and it seems fucking insane, like Milo Minderbinder is making enhancements for 400k and selling them for 150k and somehow making a profit.
That profit is the badges you get for making 45-50 enhancements! I love getting 45's for like 100k. It makes no sense to me but I will profit all the same.

If you memorize the recipes, you A: Don't need the actual recipe to craft the enhancement, and B: get half off the crafting cost. So it's much easier to turn a profit off of them.
Jesus christ Rob, nothing slotted? -Why-? Nocren didn't have his soldier with any enhancements because he had the respec coming up, even then that sounds silly. Unless the VEATS are truly amazing playing them without updated enhancements sounds... insane.
Well even without enhancements my Widow is awesome. I have self buffs that can give me +to hit and +acc, "drawing" my claws provides a temp +acc (unless they changed that) the only real problem I have is my end but... eh it's not so bad on teams just requires good toggle juggling and solo it's no problem.
I don't slot any of my toons before 32 because I just hate wasting the time and inf on SO's every 5 levels or crafting a bunch of IO's only to replace them once I hit 32. Lvl 35 IOs are my baseline for slotting, everything before them is crap and common IOs after lvl 35 are just more expensive than they are worth.
But yes, I am very weird for doing that, although just last week I met someone who doesn't slot their toon at all, ever.

is anyone having trouble with the plaync account management stuff?
i'm trying to resubscribe and it's telling my debit card info is invalid. this is obviously not the case because my debit card works just fine anywhere else.

(I haven't really played since just before ED went live so there is soooo much that I have no clue about)
Memorizing recipes depend on what kind and what level the recipe is. For example, to memorize the set for confuse, def debuff, tohit debuff and taunt at level 10 you only have to make two of any from that set. To memorize damage and knockback at level 45 and 50, you have to make 14 L45s and 14 L50s of either type.
