I guess I missed the Enhancement discussion, but is there some kind of enhancement cap now? I think it's been a year away for me, so last I was on you could slot whatever you wanted, and it would all stack as normal.

Sorry if this has been addressed, just so much new stuff!

ED has been in the game 3.5 years, but yes there is a cap to how many of the same enhancement can be in a power. It starts to drop off just shy of 3 SOs.

I picked this up last night, but by the time I got home and popped the disc in it was a little late. And then it told me it needed to download huge patches. Apparently the store-bought disc is like 6 issues behind the current release so it wasn't much of a time saver.
Anyways, due to my less-than-stellar internet it didn't finish patching and now I'm at work.

I'm hoping to get to try it out tonight, but I have a WoW raid scheduled as well. If I can play, is there any way to totally screw up my character? I was thinking of doing a psychic/mental manipulation blaster, but a few quick google searches turn up very little on that build. I'm not sure if it's because it sucks or if it's because those power sets were just added to blasters last issue and not many people have tried it out.

Almost all characters need stamina from the fitness pool at 20. Other than that it's hard to mess up.

Note that this means that sometime between level 6 and 20 you'll need to pick up two other powers from that pool.

AS for ways to screw up a character... Solo a defender. That's about as screwed up as you can get.

Yes, we all loved waiting for your character to get to the mission. The jetpacks are great, though. I just took SS off my Widow to make room for Aid Self, and while I really miss having a travel power, the jetpack works well enough.

Also, with MA coming soon it seems like would be really easy to skip travel powers entirely, as long as you like using the MA to level.

It's so hard to play other tanker/brute primaries after SS. They're all so fucking terrible in comparison.

EDIT: Well, terrible at killing things. In groups. EM and DM are great for single target damage, and SM has a good amount of control.

I have a Psychic Blast/Mental Manipulation Blaster and he's a lot of fun. Immense single target damage, the stacking negatives to enemy recharge rate is great, especially when solo.

For the love of christ take Telekinetic Blast as soon as it becomes available (4th, I think). It's one of the best powers of the set and one of the heaviest hitting.

I'm pretty sure Fiery Melee for Tankers puts out better AoE DPS than SS. Not as flashy as FS, but it does the work.

speaking of which, why is fiery melee for brutes so much worse than tankers? I know that practically nobody takes it and it's considered a gimp set, but for tankers it's like, one of the best damage sets. what's the big diff?

They took out Combustion and put in another ST attack. FM is the best AoE set for Tankers, but it's middle-of-the-pack when it comes to ST damage, largely because it's animation times are a bit on the high side. Guess what they didn't change when the ported FM over to Brutes, who rely on faster animating, faster recharging attacks? The fix to Scorch took care of a bit of this, but GFS takes over two seconds to animate, and Incinerate is a DoT.

EDIT - What doubly annoys people is that they took out Combustion and left in Breath of Fire, which I have taken and dropped like 5 times in a vain attempt to find a way to use it well. It's just a terrible power.

I know it's quite good, but - and this is just my personal opinion - it's pretty significantly out-performed by SS.

I think that Fire actually has the edge until you factor in Rage.

Some quick number-crunching (assuming 100% enhanced damage just for easier math)... FM has Combustion and FSC as its AoE damage. Combustion does 105.6 damage every 15 seconds (as a DoT :(), and FSC does 166.4 every 20s.

Footstomp does 126.4 every 20s. Add in Rage, and you go to 176.96. Stack Rage, and you're at 227.52.

I think that in real-world DPS, FM probably does beat out SS, but at the expense of being substantially tied to DoT damage, and utterly lacking in SS's mitigation (and Rage crashes).

Admittedly, I haven't played a tank with Footstomp in quite a while. I did just recently delete a level 47 WP/FM tank, though, to make my new Shield/SS tank, and I can tell you that I certainly don't miss Combustion's slow-motion damage, or FSC's small(ish; it's still better than most PBAE attacks) radius.

But, I think your point stands. In sheer damage terms, FM certainly does hold its own.

Combustion. An AoE DoT is better than no AoE, and brutes had Combustion removed and replaced with another single target attack, which the set absolutely did not need. So their only AoE is FSC, which is a perfectly serviceable attack, but the brute version of FM is seriously lacking in AoE damage.

Alright. I just rewrote my entire first arc and i'm feeling a lot better about it. I also have a second arc that's very silly and pretty well recieved so far.

First arc is Dimensional Invasion, a story about portals, e-mails and vikings. The second is Tea Time, which is about a dastardly new villain group attempting to control the flow of tea...and the universe!

I can honestly say that once they iron out a lot of the bugs it'll be one of the best things to happen to city of heroes since Enhancement Diversification ever.

I think it adds a surprising amount of potential, provided that you look past the myriad of catgirl missions.

    Tea Time is hilarious.

Anyone who wants to play a tough, detailed, story-centric arc is should play my completely over the top epic, Stop Dreadkommander Nekrokreuz!

It's five missions, but none of the maps are longer than medium and i don't make you run around any frustrating mazes, although the final one is in a small outdoor map and requires a bit of searching.

    A few notes:
1: Cinders is a horrible power. It exists only for the set bonus, so just look for whatever four bits of the Gaze of the Basilisk are up for cheap then never use it.
    2. Drain Psyche is up every 33 seconds, so that plus the full bar of end from Domination should leave you with no end problems. Power Sink is in there "in case."
    3. If you do end up going crazy and having Strike Force funtimes or something shove a LotG proc into combat jumping and maneuvers. Just put regular IOs in there otherwise.
    4. No this is not an optimal build, it's a cheap perma build so you can work your way towards a better build. A better build like this one here:

That is Psycho's current build. It may change in i14, I haven't decided if I hate the Soul Drain change enough to swap into Surge Of Power for 90 seconds of total unkillability.

    SO. Enjoy.

    It's actually 120 seconds.

Drives me up a fucking wall that Dominators have a power that is better than my ElA brute's T9. Sure, sure, the resistance is a bit lower, and it only lasts 2/3 as long, but the crash doesn't kill you, either.

I'd trade Power Surge for Surge of Power in a heartbeat.

Well then that's settled. If Drain Psyche even hits a few guys, like 6, I'm getting 50+ hp/s back. If I hit the cap I'm getting over 100 hp/s. That +massive resists means I'll be honestly unkillable. And that's swell.

how long does it take for test server to recognize an account is active =-[

Test seems to recognize account changes 24 hours after regular servers. So if you renew, it takes a day for test access to work. Or if you cancel, you can probably still access test for an extra day.

So sorry about the lateness. Work and all that jazz.
One of the reasons I never wanted to play an MMO for quite a while (other than lack of time, funds and proper equipment) was I hate the idea of a game experience not being around indefinitly. One can get their nostalgicaine fix off mario 20 years later, but It's almost a given that you won't with any MMO no matter how popular. So that's kind of why I feel the need to document damn near everything in the game.
That, and I always seem to be the one that stumbles into the weird shit. Like tonight.

Monday turned into the official Team TF2 Night rather accidentally, but once The Texan, Tzar and HeyYO managed to get on the same page, it was totally worth it.

Here we are tryin to look all badass. At level 9(4 for them). In The Hollows.

That obviously didn't work out too well, so after buildin a teleporter exit by wincott(i.e. Recall Friend) we were about to head to Kings Row, when we ran into admirers of our characters. Admirers...

Welcome to Team Team Fortress 2: Miami! We could not possibly not team up with these guys, since they were all level 9 as well, so thinking we were all hot shit comedians, we went to go kick the shit out of some Trolls.
    screenshot_2009-03-23-23-52-56.jpg

Didn't work so well. We were kinda screwed at first because both the Tzar, and Cap'n BOINK! were only level4 and for some reason, we couldn't SK either of em, but eventually the levels started to even out, and we really started to gel together as a team.
    screenshot_2009-03-24-00-04-52.jpgscreenshot_2009-03-24-00-04-56.jpg

Unfortunatly BONK! had a router fuck up and got fragged, but as is always the case when trouble goes down in the land of Fortresses...

    DOKTOORRRRR!!!

Blue managed to hop on and help us grind out the last little bit, getting us to at least 10. I wound up somewhere right below 12 when I realized how fuckin tired I was, and simply crashed immediatly afterwards.
All in all though, it went over like fucking gangbusters, we all managed to have a fuckin blast and a half and even though the CSI people sometimes acted like they were teamin in the middle of a study hall or some shit, they more than held their own.

I hope this inspires some of you to realize that even though the arcadians sub-group was created out of a lark, it is entirely possible for a group of people who have seen the hollows OVER AND OVER AND OVER to still get a kick out of running through it with a bunch of fellow minded people.
    screenshot_2009-03-24-00-16-21.jpg

Now that that story is told, I should tell you about how much I really don't like the Something Awful CoX community.

    Pet Powers Change:
Recharge times on pet attack powers will no longer be affected by any outside source. This includes buffs and debuffs. What this means is that pets can no longer have the recharge time on their powers increased by player buffs (like Speed Boost) or their recharge time decreased by player or NPC debuffs. This change was made to allow pets to correctly cycle through their attacks instead of getting locked on using the same attack over and over and neglecting to use other available powers.
    Castle wrote:
My only question to the devs is: couldn't just the AI be worked on/fixed/redone instead of a tweak that's going to make many players pissed? If AI is a vital component of the system (after all, that's what makes the majority of NPCs "work"), ensuring that it works flawlessly should be a priority. Why the avoidance?

We've spent *months* exploring alternatives. This change is a) necessary, b) the only way to fix all the issues we're addressing without essentially rebuilding the way the server handles power calculations, c) the least overall damaging to the existing powersets.

Trust me, no one here was happy about this decision, but in the end, it was the only way to go.
So, instead of fixing a few problematic MM sets (e.g. Thugs; namely the bruiser), they've hauled off and nerfed almost virtually all pets and many pseudopets, and obviated the ability of some characters to buff their pets.

    Lame, lame, lame, lame, lame.

This is the sort of stupidity I expected with Statesman at the helm. This is not what I expected from the NCsoft team.

They've had this broken-ass pet AI since beta. I can't fucking believe that five years on and multiple AI changes later, we're still enduring nerfs in their half-ass attempts to fix it.

Narbus, why the Numina +/+ and Miracle +rec on your fire/psi? You're getting a full bar of endurance every 64 seconds as well as capped recovery if you hit a few dudes with Drain Psyche, wouldn't they be more useful on another character?
