Weird bug with HTML...or something

So I was typing a reply, and I proof-read these things, somewhat. I usually don't make mistakes, and when I do it's not nearly as bad as:

    cool, it's like a glitch in the Matrix.

    But yeah, I don't think there is anything I can do about that. unless it inserts those characters every time you type:

    I've had it occur a couple times before, but not just on the forum. I've had it occur when I'm typing messages in games.

    So I guess it's just my computer. Weird though.

    are you running a localized version of windows Mach?

    % and other characters is usually used when something can't handle whatever character was typed, like a url will have %20 instead of spaces in it.
