i don't think any of them is directly based off any culture, they're all an amalgam of different aspects
I also wondered something though
are the elements based in the countries of which they are named?
can a fire bender be born in and be part of the earth kingdom?
i know it's like some hereditary thing but not all firebenders would be with the fire nation, there'd be sects and schisms, they'd branch off into other kingdoms wouldn't they?
they say it has to do both with spirituality and genetics
Being that all air nomads were born benders due to their high degree of spirituality, I'm guessing spirituality positively influences the "bending genes".
I haven't thought about how/if exclusivity in bending would come about from that
I suppose people way back could have had a wider range of bending potential, but after they started learning a certain type of bending and kept teaching it to subsequent generations, that particular spirituality starts to predispose them to that element. I'm assuming a fair amount of isolationism, at least in breeding, among the nations while this goes on though.
In "The Headband" a teacher at the fire nation school assumes that Aang isn't from the fire nation, but one of the Earth Kingdom colonies.
So I don't think the location of your birth matters.
Well, to be fair they assumed that because he sounded funny and they had just captured Ba Sing Se so they had colonized it creating colonies. But yeah I would imagine its through genetics rather than location. That and because its nice and easy to just make the fire guys the evil ones and everyone else is the good guys.
