Setting up an online database

I'm in charge of keeping a list of contact information (addresses, phone numbers, names) of alumni from my year. I would like to set up an online database which they can all see and for which I can give permission to each user to edit his/her phone number/address, rather than having to manually update it every time one of them e-mails me with a contanct information change. So is there anyway to have something like google docs, but only give each member edit access to one row?

    Are you really all that worried about people changing each other's contact info?

    A light ruby on rails app might do exactly what you want.
