What game is this?

I might have the toughest request ever in the history of "help me find x game". It was a PC game, probably 10 years old. Top down shmup, 2 player co-op, but the two players could combine their ships to create a larger one... that's all I got. I played it at a friend of my dad's house, and for some reason I was thinking it was a freeware title or a title that came preloaded on Acer Aspire's.
Was a PC game probably 8 years or so back. You were a big stompy robot and it took place in a multilevelled city. You gould pick up bits of scenery and even people to throw and use as weapons. Beyond that there not much more I can remember, apart from playing the demo endlessly.

You can't combine your ships in Tyrian to make a bigger one, unless you can in the original, as I have only played Tyrian 2000.
Hm, it sounds like it to me:
In the two player (arcade mode only), the players control two different ships, known as the "Dragonhead" and "Dragonwing". Both players can combine their ships into one, forming the "Steel Dragon", with the first player controlling the combined ship, and the second player controlling a turret. Tyrian even enables the two players to be connected via modem.
I remember combining over some co-op LAN games, at least.

Okay you guys are good and I have one that's been bugging me.
There was a game on PC (Windows 95/98 era) that I played the demo about 100 times. You were this mech, which was a part of the police and you walked around this town and you killed bad guys. The multiplayer was pretty sweet too, you fought against a flying enemy who would say stuff like "Death from above" and drop stuff on you. I remember the music being really awesome in it (techno-ish). The mech you had was blue I think, and it was two players locally (I think). If this isn't vague enough I can try harder next time. :P

Fuck. Holy shit it's about as awesome as I remember. Buying units after you destroy some, what a great concept. I also bought it on ebay for $10 a few minutes ago. :P
