There were definitely cabinets in the US - I remember a story on GiantBomb where the dudes were considering driving to another city to play one of the few cabs in the area.

It's okay, a lot of people think it. When you flip the region switch on the Japanese machines you get English menus, dialogue, and American names for characters (Gouki -> Akuma, and the old boss name snafu) so many just figure that they're US machines.
It's funny, because a friend of mine was just saying he hopes Midway puts an arcade perfect port of Hydro Thunder on XBLA/PSN. This may be even better.

In Japan yes. SFIV didn't get an official US arcade release because their stance on the matter is basically LOL US ARCADE R DED.
