Setting up wireless network in apartment building

Okay, I've been asked to set up a wireless network in an apartment building. The modem is on the basement level, along with a theatre, gym and carpark. The owners want the wireless network to extend from here (no problem - an ordinary wireless router can do that) to the foyer area on the ground floor and, if possible, to the pool area outside (also on the ground floor).

I set up a wireless network with an Apple Airport Extreme just to see how far the network would extend. The basement is covered fine, but it kicks out once you reach the ground floor. Would a wireless extender help me here? Or would I have to get a commercial-grade wireless router?
