I can only think of one that's definitely within the rules and hasn't been mentioned:
Kraven (Spidey's enemy)
However, I'd like to suggest Cobra Commander & Destro from the G. I. Joe comics, but I don't know if their figures came out before the comics or not. The comic definitely predates the TV show, I know that much.

Sadly, the toy predates all of them. So... nuff said.
Also, this tournament needs a Magneto. A villain tournament without a Magneto would be sacralicious.
Also, has anyone mentioned Sinestro yet? If not, for shame!
Oh, someone has. Then for joy!!

Suggestions for the people who haven't yet made their picks would be good.
Poison Ivy
Ras Al'Ghul
Two-Face
Vulture
Gorilla Grodd
Killer Croc
The Lizard
Rhino
Bastion
Any Horseman that wasn't already in the previous contest as their regular version
Sebastian Shaw
You're also illiterate... all three were taken very early on the list if I'm not mistaken.
As for the Magneto nod... I would have to agree. Could we not just say that the Magneto from the previous one would be the AoA so there's no mistake that he was always a good guy then?
I just felt the need to express my feelings on them.
I'm almost certain all three will be in - I just figure you'd like to add villains that have not been mentioned yet: for instance, Doc Ock is still available.

The foot-tall one, yeah, but can that be considered in the same category as the "Real American Hero" 3 3/4" ones? Definitely not the same "universe".
The comics began the same year as those figures, wiki tells me. But what month?
1. Holocaust
2. Hyperion (if he counts as a villain)
3. Post-IC Dr. Light
Which earth's Hyperion? He's been properly evil on a whole bunch. In the re-launched Squadron Supreme he is no more a villain than the original SS, he's just all muddied and morally ambiguous.
I'd be inclined to not include the Adversary after seeing the issues with Boy Blue and Bigby in the last tourney. Also, I think the Quiz might be overpowered. We could use the evil Hyperion from Exiles. He's pretty thoroughly villainous.
That dude that uses a crowbar. I forget his name, but he beat up on Spidey, Logan, Luke Cage, and Ms. Marvel in New Avengers in the near past. I'll look it up when I get the time.
The first two are also taken.
WRECKER. Thats the guy with the crowbar. edit: At the height of his powers when he was semi-Asgardian or whatever.

1) I'm thinking specifically of the Hyperion that appeared in Exiles. Time-Breaker Hyperion.
2) Pre-IC Dr. Light was a babbling idiot... Post IC Dr.Light is a freaking sadistic animal... unless something major changed in some book I'm not aware of.

Really the only difference in Doctor Light post Identity Crisis was that A) he really likes rape, which makes it unfortunate he won't have to go up against Batroc the Leaper and writers actually have to remember that he was made into a credible threat, since they seemed to forget after the late 80's.
