That's still looks a bit too complicated for me (have to try it first though). I was thinking of something very basic - used to work with the drawing program from RPG maker, but I can't find the right version of that anymore.
I use MS Paint and Photoshop Elements 4 for all my pixel art. If you're looking for something simple, honestly you should stick to MS Paint. It doesn't apply a bunch of anti-aliasing that can cause issues with transparency.
You can setup PS to do pixel art (just look for it on google, I've seen a few tutorials on it) but as far as I know there is no way to have a non anti-aliased line tool like the one offered for MS Paint. I flip between the two (I usually start in Paint and move to Photoshop for the more intricate details [layers!]) but if you're looking for something free, it might not be for you. GIMP can pretty much do whatever PS can and it's free but I personally can't stand it.
I've heard good things about GraphicsGale though I've never used it myself.
