Stealth in general in this game is broken. Once your skill gets high enough you can 'hide' by crouching right in front of someone and they won't notice you even as you're mashing your face into their crotch.
Also, not noticing the buddy they were just talking to get murdered right next to them, because you happen to be crouching when you fired the arrow that did it.
I thought FCOM's first time installer guide was pretty easy to follow. It's not as hard as it seemed. I think the big key is to download BOSS, which automatically sorts your load order to the best possible configuration. It works off of a master list that covers pretty much everything out there and is updated regularly.
I'd probably download that all-in-one pack, but I already downloaded all the damn files I need. I spent all day, ALL DAY, yesterday downloading and installing mods. My current mod folder is 4GB. And then last night I discovered I actually fucked up by installing the wrong OOO files (I downloaded something called 1.32 full, which was actually only a patch, 1.33 patch, and then the latest beta patch). When I started the game up, I noticed a ton of yellow boxes with exclamation points in them.
Now I'm re-downloading Oblivion through Steam so I can start the whole process again! I think I'll skip the, uh, shameful mods this time (most of them anyway!) to reduce the chance of conflicts.
Speaking of conflicts, some of the mods I tried to install seemed to conflict with the unofficial Shivering Isles patch. Mods like Animated Window Lighting System or the Underdark mod kept asking me if I wanted to overwrite files that were installed due to the unofficial patch. I think Open Better Cities also had this problem. I may not try to install that one this time. But do I really need the unofficial patches?
Currently, my main mods are FCOM using OOO, Francesco's, Mart's, and Warcry; Deadly Reflex Combat Moves; a number of companion mods - an army of females because I can't seem to find any good male ones; Better Cities 4.6; Unique Landscapes Compilation; Natural Environments; Alternative Start; Tamriel NPCs Revamped; Tamriel Travelers; Glenvar Castle; DarNified UI; Ren's Beauty Pack; Animated Window Lighting System; Clocks of Cyrodiil; and Let the People Drink. I also have Symphony of Violence, but I don't know if those new sounds will overwrite or conflict with Deadly Reflex Combat Moves.
Hopefully those will work well together. Does anyone have any other recommendations I might have missed?
-The key thing is to do mod installs in stages. Install Oblivion with unofficial patches, then check to make sure it works. Then install OOO and check to make sure it works. Then do the rest of the FCOM install and make sure it works. Something will undoubtedly go wrong, and you don't want to notice it after you have that many gigabytes of data spread across that many modules.
-Symphony of Violence works fine with Deadly Reflex.
-I still recommend Race Balancing Project. In addition to fixing a lot of dumbness with birthsigns, starting attributes, and intelligence/willpower function, the full version doubles as a hair and eye mod compilation. It even has an NPC diversity plugin specifically dedicated to distributing all the custom hair and eyes to the TNR faces, within TNR's design philosophy.
-Still highly recommend Realistic Leveling, SPAM, or Oblivion XP as a leveling mod, depending on how you want the game to play. Unless you really like vanilla leveling. Which you don't. Because it's awful.
-All Natural is superior to (yet includes) Natural Environments.
-I use Supreme Magicka to compliment Deadly Reflex. I assume it's FCOM compatible, but I have no idea.
Thanks for the mods. I'm grabbing All Natural and the balanced mod now. I just need to find a leveling mod to use with FCOM and Race Rebalancing. Any specific recommendations? I'm leaning toward nGCD because Race Rebalancing specifically mentions that one.

The ending did suck. Though the thing that stood out the most for me as a disappointment was the "epic" defense of the portal part. They build it up as some kind of huge but desperate battle, making you go around gathering support all across the land, and in the end it is like seven dudes fighting four demons. Fucking wow.

Realistic Leveling is still my favorite because it's compatible with everything.
i started playing again today and i was reminded how hilarious it is that picking up an item on a table messes up the physics of the rest of the objects on the table and they will float or fall over
Or the exploding bookshelves. The first time that happened to me I thought it was a plot event, and was disappointed when I figured out that it was just shitty physics and collision detection.

Phew. I think I have my game all modded up and ready to go. I've got FCOM (Obscuro's, Francesco's, Warcry, & Mart's), Race Balancing Project, Deadly Reflex, Realistic Leveling, All Natural, TNR, Better Cities, Unique Landscapes Compilation, Advanced Window Lighting System, Advanced Water Modification, Glenvar Castle, Let the People Drink, Alternative Start, Companion Vilja, Companion Neeska, and Companion Sonia. I totally didn't install HGEC or Sensual Walks Animations. *Cough*

it isn't really a problem but since i got realistic leveler oblivion crashes whenever i exit the game

I've had it crash on exit with and without mods, and had it start crashing on exit with no mod or system changes.
Game just likes to crash on exit.
And all the rest of the time.
My game crashed 100% of the time on exit. There's a number of mods or obse plugins you can get that fixes this, though. I use Fast Exit.
And thanks for pointing me to the TNR Merged file. Should I rebuild the bashed patch and select that file under Import NPC Faces? I ask because I had to do that with TNR already for use with FCOM.

It was on sale for about the same during the steam midsummer madness thing, too. That's when I picked it up, since I only had vanilla retail and a couple DLCs.

I've just finished installing my personalized preferred set of mods, so I might be able to give you some advice. I go mainly for smoothing out vanilla, though, not changing or adding anything major.
My only big change is for leveling. I'm trying out Wrye Leveling this time, so the leveling process is completely under my control (you choose when to level, it just costs gold per level) but still governed by reasonable rules. Just starting out my game with this, but even this early I really like not having to think about the counterintuitive (to me anyway) standard leveling.

I just want a smoother/non-convoluted leveling format, balanced melee/archery/magic damage, and balanced races/birthsigns, basically a nice and smooth experience. I'm not looking for "challenging" mods, but I don't want god-mode, either. I was looking at Realistic Leveling, Supreme Magicka, and Race Balancing Project, maybe TIE and Darn_UI. Would FCOM be worth looking into? (I'm still not entirely sure what each of the mods in it does, their FAQs are massive) I'd prefer mods that are simpler to use, if I have to spend more than an hour or two getting all this to work together, I'll probably end up losing interest. :P

TIE is an extremely challenging mod. FCOM generally takes hours upon hours of setup and troubleshooting. You're probably best off with either OOO or Fran's. Your other picks sound good for you.
Monger is exagerating the amount of time that FCOM takes to get up and running. Mine worked nigh-flawlessly the first time - the only problem was that I had accidentally enabled an optional FCOM add-on without enabling the stuff on which it depended. Once I fixed that, it's worked just fine since. It can be tricky, but as long as you read the directions and follow them, you'll be fine. Start from a clean install. Srsly.
And, in reality, the thing that messed me up was in the big "Optional" section anyway, so it's really my fault - not FCOM's. Moreover, there's a link in this very thread for a torrent release of FCOM all done up as an OMOD, which means all the hard stuff's been taken care of for you. Just enable that one thing, and you're good to go (note: I haven't used it, but others have reported relatively easy success with it).
If you're playing on a PC, you need the DarNified UI. The vanilla UI is trrbl, trrbl stuff.
Realistic Leveling is the absolute best thing ever. When you go up a few points in Strength-skills, your Strength attribute increases. And it doesn't matter if you do it during the initial dungeon or at the end of the game. Don't get me started on the way vanilla Oblivion handles Endurance increases - this is just a dumb design decision all-round.
I also recommend a mod which changes the way the world levels up with you; random bandits in Daedric armor can diaf. FCOM does this - but TIE might, as well.
Mart's Monster Mod - the "M" part of "FCOM" - adds lots of interesting new badguys to the world. I'd be hard-pressed to play without it.
"No Psychic Guards" is a good one. The one recently linked that lets you actually grab something in a store without everyone freaking out sounds good, too.
Oh: Deadly Reflexes. That's fun stuff - thought I messed up the install, somehow, and instead of fountaining blood when I behead someone, they fountain bad texture / mesh warnings. I haven't tracked down the real cause yet, but I'll get around to it eventually.

I'm a fan of the Open Cities mod (don't have a link atm). All it does is make every town non-instanced. I don't think it makes the capital city non-instanced though, but it has been a long time since I played so maybe things have changed.

Oooh, No Psychic Guards. I forgot about that one. That would definitely be good because I'm thinking about playing a stealth-based character. If I do, I'll definitely choose Sneak, Security, Light Armor, Marksmanship, and Blade. I'm leaning toward Athletics and Acrobatics for the last two because Deadly Reflex relies on those for some sweet moves. I typically play a burly warrior, so hopefully the sneaky sneaky will be fun. I want to use Better Open Cities with Better Cities 4.6, but for the sake of compatibility I haven't tried to install that yet.
And yeah, FCOM actually wasn't too bad to setup. The first time installation guide is really easy to follow. You just install the mods, excluding the components the guide specifies, enable them and use BOSS to sort the load order (god damn amazing tool). And then you just rebuild the bashed patch by selecting the Merged Patches and Leveled Lists. The only other times I had to rebuild the bashed patch was with All Natural, TNR, and Better Race Balancing (TNR Merge file) mods.
I remember when FCOM first game out, though, I just couldn't get the fucking thing to work right. The process seemed like a huge pain in the ass then.
But I've got everything working well right now and I haven't had a crash yet. I feel weird playing a female tabaxi cat, but it's nigh impossible to get a good looking male character. All those really nice new hair styles included in Better Race Balancing are for the ladies, too.

Most of the common ones are linked in the OP and over the past 2 or 3 pages. Also, if you check my post in the OP, do not use the script optimizer. It has bugs with SI that I didn't know about at the time.
I have re-installed this game probably 10 times (maybe 5 or so with FCOM), and everytime I get all my mods to work, I end up leaving town for a few months, or a new OS comes out so I reformat, or something ...
I haven't even visited shivering isles yet, and the only guild I've completed is the Thieves guild. What gives?

I haven't gone for anything big like FCOM or even race changes. I stay away from anything too complex to install. Like I said, I wanted just spruced-up vanilla. Here's what I'm running (with no problems so far):

Encumbrance 100 (or other enc mod of choice; I just use a 100 multiplier for set-it-and-forget-it convenience) Automatic Torch (much simpler variation on the "Drop Lit Torches In Combat" theme. Terrible English description, but works great!)
Wrye Leveling (mentioned this previously, insert your own leveling mod of choice. Realistic Leveling was my close-second choice.)
And non-ESP/ESM stuff:
Natural Faces (cleans up face textures)
BTMod (yeah, old school! This needs its files listed in oblivion/archiveinvalidation.txt to work for Steam)
Matti Paalanen's additional music (TESNexus link, PES link)

TIE gives everything in the world static levels, like OOO. And IIRC, FCOM uses OOO as a mechanical base rather than Fran's.

You just install the mods, excluding the components the guide specifies, enable them and use BOSS to sort the load order (god damn amazing tool). And then you just rebuild the bashed patch by selecting the Merged Patches and Leveled Lists. The only other times I had to rebuild the bashed patch was with All Natural, TNR, and Better Race Balancing (TNR Merge file) mods.
I remember when FCOM first game out, though, I just couldn't get the fucking thing to work right. The process seemed like a huge pain in the ass then.
But I've got everything working well right now and I haven't had a crash yet. I feel weird playing a female tabaxi cat, but it's nigh impossible to get a good looking male character. All those really nice new hair styles included in Better Race Balancing are for the ladies, too.
Try the file in this post. The Steam autoloader that's bundled with the current versions of OBSE is very hit or miss.

I haven't gone for anything big like FCOM or even race changes. I stay away from anything too complex to install. Like I said, I wanted just spruced-up vanilla. Here's what I'm running (with no problems so far):

Landmarks with Wells (map mod, puts shrines, etc on map)
House Map Markers (map mod for the buyable houses)
Frostcrag for Busy People (map marker near the actual door)
Louder Nirnroot Sound (exactly what it says, helpful)
Quest Award Leveller (haven't leveled enough to test this one, but it seems more robust than the "Quest Award Leveling" mod)
Encumbrance 100 (or other enc mod of choice; I just use a 100 multiplier for set-it-and-forget-it convenience)
Automatic Torch (much simpler variation on the "Drop Lit Torches In Combat" theme. Terrible English description, but works great!)
Wrye Leveling (mentioned this previously, insert your own leveling mod of choice. Realistic Leveling was my close-second choice.)
And non-ESP/ESM stuff:
Natural Faces (cleans up face textures)
BTMod (yeah, old school! This needs its files listed in oblivion/archiveinvalidation.txt to work for Steam)
