Frustrating 7950 gx2 problem

I have an EVGA 7950 gx2 and am having some big issues that are really starting to frustrate me. I can't decide if the card is damaged or the Windows Vista drivers are just being really stupid. Basically, the problem is that my FPS is awful on games (Team Fortress 2 in particular) even when I have low settings. The results of changing the drivers settings are disturbing, to say the least. For those unaware, Vista requires that multi gpu drivers either work together on one monitor, or each card is assigned to only render one specific monitor. My monitor is a 22" widescreen with a VGA and DVI port. Here are performance stats for everything on low.

Single display mode with both GPUs working together
20 - 30 fps

Multi display mode with monitor plugged in once, second GPU unused
30 - 40 fps

Multi display mode with monitor plugged in twice (using both connections on the monitor and GPUs)
40 - 50 fps

Anyone have any idea what is going on? I'm getting really frustrated here and don't know what to do, or what FPS I should be getting with my card, to be honest (but it definitely shouldn't be having these problems on low) Thanks!
