So, I probably shouldn't do this, but I'm going to base my current-gen console purchase on which console has the best Naruto game for me to play with my girlfriend. It's her favourite show and this would be a good way to get her more interested in playing video games with me. I know that the Naruto GNT games for Gamecube were great, but I have no idea about the current generation. Also, I live in Taiwan, so it's no problem to get a Japanese game that hasn't been translated into English yet.
Both systems have Naruto games out right now and while none of them are stellar, Naruto: Ultimate Ninja Storm on the PS3 is certainly the best looking and comes the closest to capturing the feel of the show. Its not a bad game either, actually, better than the Ubisoft game the 360 got.
I've got to stress how fun I've found the PS3's Naruto: Ultimate Ninja Storm's multiplayer fights. I've poured quite a few hours into it with my friends, and one friend who otherwise hates fighting games always suggests we play it.
Hang on a second, the 2 XBox 360 games; Rise of a Ninja and Broken Bond are both brilliant Naruto games, the second one REALLY improved on things too. I'd recommend those!

I haven't played Broken Bond, but Rise of a Ninja was alright. The best part of the game is running around Konoha in all it's glory. The fighting was merely serviceable. That said, the hand sign system is great.
Ultimate Ninja Storm is easily the best Naruto fighting game out... but it has some inherent flaws that all anime fighters suffer from. Namely that there is too much focus on ultimate techniques. The movement of the game is spectacular, but no matter how good you are at controlling your ninja, the person who can mash buttons the fastest is always going to win. It's disappointing in that regard. The game would've been better off without ultimate techs.
My friend who owns the PS3 traded in Ultimate Ninja Storm because none of us wanted to play it anymore. He always won the button mash and the rest of us would just put down the controller once he hit us with an ultimate. We knew we had lost and mashing the controller was an effort in futility.
PS3 is definitely the system you want for Naruto games though. Like a previous poster said, get one with backwards compatibility if possible. The Ultimate Hero series is still being made on the PS2 and they are the only games that have made it to the Shippuuden arc.
EDIT: One thing I forgot to mention about Naruto games. The fighting system gets seriously repetitive. If you hated watching summons in Final Fantasy games, these will wear thin on you REALLY quickly. I can only watch Kakashi go through his Raikiri so many times before it just isn't cool anymore.
Depending on how much money your willing to spend I'd either go with the PS2 or PS3 simply because of the Ultimate Ninja series. I have played 1-4 and storm, personally the game play is much better than any of the games found on the Gamecube or the Wii. The visuals on Storm are pretty awesome and the game play is just as good as any of the other PS2 versions. So if you want to fork out the cash for a PS3 go for it with Ultimate Ninja storm but otherwise I think you'll be just fine with a PS2 and Ultimate Ninja 1-4

You can change the "button mash" minigame so that it's "stick rotate" or "button select" like a quicktime event.
I found that button select is the most skill-based. It punishes blind mashing, and requires concentration, instead of spazzing out.
The second Wii one was pretty good. Easy to button mash for beginners, but depth there for those who actually have someone to play against (The computer was pretty easy to beat.)
ive never played any other naruto games or watched the anime or anything, but the ps3 one was pretty fun and looks intensely beautiful. the fighting system is pretty shallow, but i would imagine thats not going to change much whatever naruto game youre playing. seriously though it looks incredible.
A couple of the GCN ones had a regular tournament scene, pretty nutty for a manga/anime based fighter.
The simple mechanics of those games were born out of the old Bloody Roar series. Basically all they added was a better special system and the ability to use a big portion of your special bar to disappear and reappear behind your opponent, which is good considering the game has a dial-a-combo style of play.
It's certainly not as jaw droppingly pretty as the PS3 games but they looked fantastic on the GCN and still look good on the Wii with their cel-shaded style graphics.
Ultimate Ninja was really fun, and it's even better if you're a Naruto fan. It's done by the guys who did the Ultimate Ninja series on the PS2, which are pretty fun, but most importantly improved vastly with each new one. So I'm expecting good things from the sequels.

My only complaint is that the tree jumping parts got a little repetitive. I highly recommend the game to fans of Naruto.
