Continue to post here. Like I told GPR in PMs I don't have a team generation system made yet. Right now you can only create teams the old fashioned way anyway. (Aka some guy makes a team, people sign up to join his team, he accepts or rejects them.)
Since GPR is creating a team tournament (aka players per team > 1) you can only sign up for his tournament if you are a leader of a team. Meaning only people who have created a team or have been promoted to leader status on a team they're on will be able to join with/for their team. You can make a team and then go to his tournament again and try to join and your team should show up to join with. (Join if you want, you can leave or GPR can remove you if it's a testing purpose.)
At some point I'll write something up to make randomly generated team tournaments which allow solo players to join and then the site will assign teams, but for now that's not in existence.
Right now the best use of the site is for single-person-per-team games or team games where you already have a team made and ready to go. So I believe GPR is going to figure out teams, tell whoever the "captains" are, those people can go make a team on the site, and then they can sign up. Other members can make an account and then go to that team's page and click the join team button, the leader can approve them, and blah blah blah.
It's something I've thrown together in my free time so it's not feature complete as the site will tell you.

This is the first public-functionality site that I've opened (done some CMS systems and internal stuff before) so I'm leery about running around trying to get a million people atm.
If you want to do something you (and everyone) can feel free to make multiple user accounts to try making dummy tournaments/teams and whatnot and running through them. If you run into any bugs or problems let me know. Plus without seeing what the site really is/does (tournament bracketeering/administration) it's not much to call awesome
I've only worked on it seriously for about a month so my time spent debugging has been minimal and one person who knows how the system works is never enough.
WRT the rules: if someone drops out midmatch and the team has to play shorthanded, can someone switch to cover that person's class? Also (for anyone who knows), is there a method for switching classes when the limit on everything is 1? Can two people trade if they're both dead?

I vaguely recall that was the case, yeah. Either way I can't think of a good reason to prevent a couple of guys from swapping roles if they felt like it.
I would actually be completely in favor of trying to debug that Highlander mod. If only I had the time to try to debug it and learn sourcemod, or if someone else knew how to do sourcemod stuff. I don't see Sirot around anymore. It would be nice to have for another server if it worked properly. It might even convince me to try hosting a pub/PA reserved highlander server.

You may switch classes mid match, but this must happen when one/both of you die, if there is more than 1 of any given class on the battlefield then you are D'Q.
If you drop out mid match then you can rejoin, if you don't return with in 5 minutes/we cant contact you at all your team will be offered the opportunity to sub another person in your place, however if your team has
a) used a sub/subs to get enough players for the match then you may not
b) more than 1 player d/c's then you can only replace one.

I am hand placing everyone to be fairly matched.
Good luck with that. Its going to be annoying enough just to get everyone into a class that they like.
