Entangle is the best weapon. Heavy gauge is too expensive for his energy, power blades are too expensive for your power. They add a much needed utility: the ability to keep things at range, still, or from retreating. They even work on tanks! Entangle also passively increases his damage, which can be useful for scaling into tier 2.
Armor and accessory generally go hand in hand. If you want to use the targeter for DPS increase, grab the phase shift armor. The ability to stem enemy reinforcements can be invaluable. Furthermore it will allow you to set up incredible eldritch storms if you have the skill for it. Alternatively, just get a SM ally to drop an OB on the frozen units. They'll die no matter what.
If you want to use the anti-grav grenade, I'd go with health+energy one. It'll allow you to use entangle, grenades, and jump in tandem, as well as allowing for a little more durability.
This is how I generally build the WSE. Shimmer orb is nifty but feels largely impractical. Teleport armor is excessive and completely unnecessary unless you really like backcapping/need that VP.
