Creating a Vista install

I'm sure that this has an obvious answer, but it eludes me.

An uncle of mine purchased a Toshiba Satellite (T3400). It has a Vista CoA on the bottom, but no installation disc. How does he make one, for a future reinstallation and such?

    there should be a preinstalled program called Toshiba Recovery DiskCreator

    insert DVD. ????? profit.

    Or when you boot up there should be a BIOS option to boot into recovery thingy to re-install it off the partition every OEM makes for their OS installs these days.
