The artwork kicks ass on PA, much better than the single dot eye wannabees of PVP online. Is the style of artwork used on PA copyrighted or can anyone use the style?o_O

I'd say get out your pencils and go to town.
I doubt it's possible to "copyright" it beyond the use of characters, catchphrases and colorschemes and such.
You won't garner any critical acclaim for ripping off an artist's style so I don't really see the point.
Unless you happen to have a used car dealership...
