Decent program for drawing up specs

I am building a dreamcast joystick soon and I wanna draw up the spec's and the button placements and what not. However I cannot find a decent program to do this. I was using Photoshop but I could not find out how to make circles a certain diameter in meters.

So basically I was looking for either a simple way of doing what I need to do with Photoshop or a computer program that will be better suited for the job.

    I think if you search in here they should have some templates for you, both american and japanese layout.
    Plus they will have all the other info you need.

    So are you building this or is somebody building it for you? Google Sketchup will probably work for basic stuff, but if you're looking to actually produce something you will need a drawing package like SolidWorks/AutoCAD/etc eventually.

    And just a semantics note: specifications are usually a written description of what you want your product to be, they may include drawings or sketches but don't necessarily include full detail drawings suitable for building something.
