I don't have the publish date, but it was likely in mid to late 2008. The photo was of a soldier on the back of a PATRIOT missile launcher.
I have E-Mailed with customer service from the Army Times, but they claim that they cannot find it with that amount of information.
I have heard there was a place online where the cover photos were archived, but I do not know where this is and google is being unhelpful.
