Photoshop sizing help?

I need to print pictures so that they come out to 3.5 X 5.5 inches exactly. I've been struggling with the image resize tool, as when I put 3.5 X 5.5 inches in a document, and do "actual size", the document is much larger then it should be.

I'm assuming it has something to do with the resolution, but am pretty much lost on how to do this.

For reference, the files i'm using are scanned negatives and are quite large. They're about 4000 ppi.

Can anyone explain to me how to get the images to the exact size I want?

    Adjust the DPI of your image, which is the printing resolution? That's my guess at what would make "3 inches" in Photoshop not be 3 inches on paper.

    DPI/PPI has nothing to do with the physical size of the document, it just refers to how much image information the file holds per inch. Goshinga, how are you going about resizing your document? I'd suggest going to Image>image size (CTRL ALT I) and setting the size you want. No need for changing resolution.

    Also, when you print are you printing at 100% its original size?

    Edit: Are you using Photoshop or Photoshop Elements?
