Dell Inspiron 530s and Low Profile GPUs Question

My brother has this computer:
Dell Inspiron 530s

These are the specs:

And we are trying to get him a decent graphics card so he can play games like TF2 and Oblivion.

The thing is it has to be a low profile because of his slim case. ( I know.. -_- ) We have around a $90-100 budget.

I was wondering if you guys could double check for me that this card would work out?

It says it is PCI express 2.0 and I'm pretty sure my brothers PC would not support that.

So, I found another low profile that is PCI express x16:

But it has no reviews.. so I'm not sure if it would be a safe buy.

Any advice would be greatly appreciated!

    PCI express 2.0 is backwards compatible with PCI express 1. You won't even notice any difference on that card. Also the 9600GT is roughly 12x better than an 8400GS.

    It's been a while since I upgraded my own graphics card so my knowledge might be slightly out of date. I put a low profile card in a Dell once with some measure of success. 250 W PSU does not seem like a lot to feed a modern graphics card so make sure you meet the power requirements before you part with any money.

    Yes, unless you get a very low powered card, you'll probably have to upgrade the PSU as well. You'll have to find the right size too.

    I actually have a Dell Inspiron 530, the regular size one, and I upgraded my card but didn't want to upgrade the PSU. I went with a silent (no fan) ATI Radeon HD3450. It's a decent low-level, cheap card, and isn't too much of a powerdraw. Play's most games I have smooth enough, though I have to lower the resolution of my monitor. The downside of having a 1680x1050 monitor without the video power to run things natively...

    EDIT: He should be able to play Oblivion and TF2 with that Intel GMA3100. Might need to lower everything though. Check out the Oldblivion mod. The GMA Booster program. And for TF2, just lower everything. If that doesn't work, there are several config files that should get it running smooth. For comparison, I tried running TF2 on my netbook. Now, it didn't work well, but I got it up to about 7FPS using a special config file. Terrible, I know, but consider the specs: Intel Atom 1.6Ghz, 2GB Ram, and a super shitty GMA950 (with 128 shared).
