I'm using the hotels WiFi and it's not encrypted or anything. Is it cool to check my bank shit and buy stuff online? Is there some way to check to see how secure the network is? i don't want my packets being sniffed!

If it's not encrypted then it's not secure. Use at your own risk.

I wouldn't recommend using that for any financial transaction or logins that contain bank information.

    Yes, it is.
It doesn't matter if the network is secure or not as long as your bank is actually using SSL encryption on authentication and you pay attention to what your browser is telling you.
The odds of being a victim of an SSL MITM attack are about as slim as getting struck by a lightening.
