I don't really know anything about the quality of the different brands, but Trackscan and Uniden are the two I know that make radios designed just for Racing. The Uniden ones start at ~$90, and they can go all the way up to ~$350.
You can usually get the frequencies online, so, unless you're not confident in your father-in-law's ability to hand-jam the frequencies, I'd recommend going with the cheap Uniden one.
