Despite scouts having the capacity to kill pyros without getting in flamethrower range, a lot of scouts have trouble doing this while killing the pyro fast enough for it to matter. The F-N' gun makes this much easier, because as mentioned, even if you get licked by the flames, the pyro will often be hurt and knocked away enough that you'll have plenty of time to finish them off and heal up.
Edit: Not to mention you can usual chase a scout into a position where they have to go through your flames (Like, backed up against a wall or too close to other classes or crap), but against a F-N' scout, it's pretty much, "Oh, I guess I'll just kill you with the flaregun instead."

Although the first target recieves full damage, subsequent targets recieve reduced damage (reduced more for each prior target), and each target hit reduces the range, as well. Basically, it'd be more useful for dealing with large groups in areas where you can't easily rocketjump, or for hitting targets too far away for a single missile (such as a heavy/medic team).

I was thinking that the soldier could get a parachute, just press jump while in the air to glide for a few seconds. It could work passively like the razorback. It could also be replaced by a flock of pigeons attached by strings for those with more zoological needs. I have no idea what drawbacks you'd have to introduce to balance this though.
A similarly overpowered idea would be to give the engineer a laser target marker that would allow him to manually choose a target for his sentry gun to attack. I think this would have to replace to shotgun in order to stop it from becoming a no-brainer choice.
But personally i would be surprised if the soldiers shotgun, spade and the engie's pistol got side-grades just because they are used so little any new weapon that had any purpose would replace them completely.

Sev: Your gameplay is the most heavily yomi based around. Usually you look for characters that allow you to force guessing situations for big dmg. Even if the guess is mathematically nowhere near in your favor lol. You're happiest when you have either a 50/50, 33/33/33 or even a 75/25 situation to go crazy with. And you will take big risks to force those situations to come up.
