Pretty sure it's a loading thing. City streets require a lot more detail than flat desert.

Yeah, it avoids random pauses for loading screens. This way they don't have to render the wasteland and the capital ruins, just one or the other at any given time. They're always at least one door away from each other.

If you've got the GNR quest as your active one, you should be able to look on your world map for dotted lines that lead you to the appropriate metro station entrance to get to GNR. Then you can switch to your local map for a waypoint that will show you where you need to get to inside that metro to come out closer to your goal.

Those dotted lines basically show you the connections between loading points that you have to go through to get to your target. So whenever it bends, that means you're probably going underground or (occasionally, not commonly) a through a building.

The dotted lines weren't very helpful for me. If you don't mind spoiling the search, you can always go this way. If you do mind, then find a metro map and just look for the Chevy Chase area.

They were a pain in the ass and I didn't like them, but they were functional and certainly weren't random. If you hate them that much, I just recommend sucking it up and clearing/looting all the metros at once (if you're armed adequately). You'll have access to all of DC and won't ever have to go down there again, except for Blood Ties and Tenpenny Tower.

It's definitely worth waking up Reilly
The quest where you save her rangers gets you some pimping armour, or an awesome unique minigun.

So are the two obvious solutions the only ones?

I think so, yeah. You don't have to do it but bring a fission battery for that quest too. That should help without spoiling anything.

You don't have to wake Riley to do the rangers quest,
you can activate it by stumbling past the right building and picking up their distress signal on your pipboy radio. You then have the option of going to find riley or just wading in and saving the rangers while she slumbers. Both lead to the same conclusion although waking Riley first does give you the opportunity to get their base of weapons and ammo while there is no one around to stop you. With permission, even.

I got the signal, too, but I don't see any Rangers around the base.

They won't be, they'll all be at the <quest location>.

    The quest location is Reilly...

did you actually listen to the distress signal?
The rangers are traped on the top floor of the hospital. You are free to just go up there and rescue them if you don't want to talk to reilly and loot their base beforehand.

It's not as if there's only one route to most of the places you need to go. Head in the general direction and you'll get there eventually.

If they're not glitching out. After installing Point Lookout and Broken Steel, my lines have gotten somewhat unreliable.

Luckily I already know where I need to go for just about everything in the game, and how to get there.

Reading all the pre/reviews for the game I was under the impression that the subway tunnels were a handy, though at times monster infested, way to get around without having to battle your way through the super mutant swarmed streets.

Not a necessity to navigate the distinctly walled off sections of downtown. Ugh.

    It has its downside.
It's so good and you get it so early that it's all I ended up using the entire game. It made all the other weapons kind of pointless and I only ever used them if I was out of plasma rifles to repair it (or really early on when ammo was an issue). So it kind of makes the game sort of boring since it's the answer to every situation.

Has anyone made a shambling ghouls mod yet? I'm on Xbox, so I'd never be able to use it, but something that slowed down their movement, made them harder to notice in cramped areas and required headshots to kill them would be great.

Don't know about the shambling, but if the system can do differing damage resistance to head and body, which I'm damn near positive it can judging by at least one cut official perk, it would be stupid easy to just crank the DR on the body wayyyy up to get close.
