I bought Oblivion off of Steam, and I can't find the "data" folder that I need to put Mods into in order for the game to register them.
Does anyone know how to do this or if it can be done?

You, my friend, just lucked out in that I am in the middle of reinstalling and remodding Oblivion at this very moment and happened to see a relevant thread in another tab.
Short version is that Oblivion Script Extender (OBSE, which some mods require) will not work with the Steam version due to the way Steam launches games. Nobody in that thread is complaining about other mods not working, so there's a good chance they will. I don't have the Steam version, so I can't verify that in any way, though. You might just need to make a Data folder in your oblivion directory to stick things in, and I'd assume the proper path would be SteamApps/common/oblivion/data.
IIRC, the normal version of Oblivion has the data folder precreated. If you're in the Oblivion folder and that folder isn't there, you can probably just create it and dump stuff in.
Can you confirm whether or not this worked? I plan on getting the deluxe GOTY version off Steam eventually, but had this same question. I'd love to hear for sure that you got it working.
